1.  System resources have run out.  Try a reboot.

2.  Make sure that the computer has enough RAM to run windows.  If so, check the system resources, are the still high?  If they are then try a full uninstall and reinstall of DUN/RAS.  If they are low, then have user look into a RAM upgrade or getting rid of some of the startup items.
