Check the span parameters config. Try setting AT*V2 to "0" for universal connect. If this is 
already set, or does not work contact your telco.  3COM suggests that the following may be the reasons for a telco failure 
(Q931 reasons):
 
 Unassigned number 
 No user responding 
 Call rejected 
 Service not available 
 Capability not implemented 
 Bearer capability not available 
 Incomplete destination
